States that assess income tax to residents can chose one of three methods. Virginia uses a joint filing system, which combines both incomes of the partners in a married couple and taxes them as a single amount. This aligns with the federal government’s ideal that the family is a single economic unit.

Virginia’s tax base starts with the federal adjusted gross income. While this is similar to the federal standards and tax laws, there are certain differences at state level which are worth noting, especially with what income is included in taxation.

Some sources of income aren’t included in taxation for state residents. These include:

  • Interest from U.S. Government bonds
  • Lottery winnings less than $600
  • Unemployment compensation
  • Social Security benefits
  • Active Duty Military CZE and up to $15,000 of basic military pay if on extended active duty
  • Virginia National Guard pay under $3,000
  • Capital gains from land sales for open space use
  • Long-term capital gains from investments in state-certified technology businesses
  • Capital gains relating to historic rehabilitation tax credit

Residents can claim a $3,000 standard deduction is they file single, head of household, or married filing single. Joint filers double that at $6,000. Additionally, taxpayers may claim the following deductions:

  • Deductions based on age and income for residents aged 65 and older
  • Child and dependent care expenses
  • $1,000 per child for foster parents
  • Bone marrow donor screening fees
  • State college savings plans distributions and refunds
  • Continuing teacher education expenses
  • Prepaid funeral, medical, and dental premiums
